For users on SAP ECC6.0 that may not yet be unicode enabled, is Unicode a requirement/prerequisite for HANA? We are interested in using the Payroll Control Center - which requires HANA. Our SAP HR instance is ECC6.0-Ehp7.

HANA feature enabled to convert Non-Unicode to targert ( Unicode) migration atomatically
no need to migrate source to Unicode as a pre-requisite. even during the realtime replication using SLT aslo supports automatic coversation from Non-Unicode to Unicode .please see the DMO option of HANASPS07 for more info.

SAP HANA only supports Unicode so a SAP Business Suite or SAP NetWeaver system must be Unicode prior to the migration. It is possible to do a combined Unicode and database conversion in one process if the application is not Unicode already.

One of the steps in Migration to HANA is conversion to Unicode.
So yes HANA requires Unicode
In case of Side-Car scenario, you won't convert your DB under your ERP
